Romans 11:32

συνέκλεισεν γὰρ ὁ θεὸς τοὺς πάντας εἰς ἀπείθειαν ἵνα τοὺς πάντας ἐλεήσῃ
For God hath concluded them all in unbelief, that he might have mercy upon all.
