1 Timothy 5:19

κατὰ πρεσβυτέρου κατηγορίαν μὴ παραδέχου ἐκτὸς εἰ μὴ ἐπὶ δύο ἢ τριῶν μαρτύρων
Against an elder receive not an accusation, but before two or three witnesses.
